Rooney will be available for England's final Euro 2012 group stage match against Ukraine after successfully appealing the severity of his ban after his a red card after for kicking out at Montenegro's Miodrag Dzudovic in October.
The news was a welcome boost for England, who will have the striker available for what could be a decisive match in Donetsk. Although Rooney has scored just two goals in the last two months, Wilshere believes Rooney remains "miles ahead" of his team-mates.
"That was a massive decision because we need Wayne there," Wilshere told TalkSPORT. "For me, he's our best player. There is not another England player on his wavelength. His brain is miles ahead of any England player.
"He proves it every week. You only have to look at him play for Manchester United - he is the best player on the pitch most weeks. He was on fire when he first came into the England team and now he is starting to do it again."
Rooney has been employed as a wideman or playing in central midfield for United and England, but Wilshere is adamant there is only one role Rooney should play: "I'd play him at centre forward because he's proved he can score goals," he said.
Wilshere also backed Arsenal boss Arsene Wenger to succeed Fabio Capello as England manager.
"If he was to be made England manager, I'd be delighted," Wilshere said. "People question him every year but I cannot remember the last time we didn't qualify from the group stages of the Champions League.
"It wouldn't be bad if he got the job. He continues to prove he's the best. He and Alex Ferguson are the best in the Premier League. People who question them are stupid.
